Yes, it looks like an updated Surveyor, just as proposed. I like it, and it resembles the ESA and JAXA long-term plans and proposals, for a reason. It will probably work.
Lander Platform with minimal solar power-in-flight and ground ops, and Four-legged, not five legged or three, with Rover deployed from on-top and, wisely perhaps, little seen of that ground vehicle from this angle.
Expect a lot of similar designs because, for the Google Lunar X-Prize mission, the vehicle-team that wins will build around the mission, and that means no need for a return flight, of course, among other things.
