LADEE arrives at Wallops Island

NASA - The Lunar Atmosphere and Dust Environment Explorer (LADEE) arrived today at NASA’s Wallops Flight Facility to begin final processing for its trip to the moon later this year. LADEE is a robotic mission that will orbit the moon to gather detailed information about the lunar atmosphere, conditions near the surface and environmental influences on lunar dust. A thorough understanding of these characteristics will address long-standing unknowns, and help scientists understand other planetary bodies as well. LADEE has three science instruments and one technology demonstration onboard.

LADEE’s scheduled September 5 launch will mark several firsts. LADEE will be the first payload to launch on a U.S. Air Force Minotaur V rocket integrated by Orbital Sciences Corporation and the first deep space mission to launch from NASA’s Goddard Space Flight Center’s Wallops Flight Facility.

NASA’s Science Mission Directorate in Washington funds the LADEE mission, a cooperative effort led by NASA’s Ames Research Center. ARC in California is responsible for managing the mission, building the spacecraft and performing mission operations. 

NASA’s Goddard Space Flight Center in Maryland is responsible for managing the science instruments and technology demonstration payload, and the science operations center. 

Wallops Flight Facility is responsible for launch vehicle integration, launch services, and launch range operations.

NASA’s Marshall Space Flight Center in Alabama manages LADEE within the Lunar Quest Program Office.

The Pioneer lunar orbiters: a forgotten failure

There has been a resurgence in interest in the exploration of the Moon. In addition to current American efforts, Japan, India, and China have placed spacecraft into orbit around the Moon in recent years and they have plans to land on the lunar surface in the future. A genuine competition between the Asian space powers is developing to exploit the Moon and its resources. The success of these programs owes much to the experience gained during the competition between the Soviet Union and the United States a half a century ago in the opening years of the Space Age.

Before NASA was founded on October 1, 1958, the US Air Force had ambitious plans for space exploration. During the national debate that followed the launch of Sputnik, the Air Force was trying to position itself so that it could dominate the nation’s infant space program. Even after the Advanced Research Projects Agency (ARPA) was founded in February of 1958 and was given the task of coordinating America’s military space programs, Air Force efforts and plans figured prominently.
By the fall of 1959, the Able combination along with its cousin, the Vanguard upper stages, had an abysmal performance record.
The Air Force’s first step beyond Earth orbit, called Project Able, was a series of attempts to place a small spacecraft into orbit around the Moon. These orbiters, along with a pair of small US Army-JPL lunar flyby probes, were part of the ARPA-sponsored Operation Mona, which was approved by President Dwight Eisenhower on March 27, 1958. Three launch attempts made by the Air Force between August and November of 1958, now called Pioneers 0, 1, and 2; all failed to reach the Moon. But even before these missions flew, the Air Force, in conjunction with the builders of their first lunar orbiters, STL (Space Technology Laboratory, a division of TRW), began to study follow-on missions not only to lunar orbit but also to Venus, given priority. Little was known about Earth’s near twin at this time and many believed Venus ranked with Mars as a likely abode for extraterrestrial life, making it a desirable target for exploration.

April unmanned orbital test for X-37B

The Air Force hopes its unmanned X37B (in taxi tests in 2007) will take on some of the functions of the shuttle

Air & Space - It's been a long wait—in some ways, more than 50 years—but in April 2010, the U.S. Air Force is scheduled to launch an Atlas V booster from Cape Canaveral, Florida, carrying the newest U.S. spacecraft, the unmanned X-37, to orbit. The X-37 embodies the Air Force's desire for an operational spaceplane, a wish that dates to the 1950s, the era of the rocket-powered X-15 and X-20. In other ways, though, the X-37 will be picking up where another U.S. spaceplane, NASA's space shuttle, leaves off.

With a wingspan of 15 feet and a length of 27.5 feet, the X-37 looks like a tiny space shuttle. It has a blunt (though windowless) nose, and one rocket engine bell instead of the shuttle's three. Two cargo doors open just as the shuttle's do, revealing a four- by seven-foot bay. Like the shuttle, the X-37 was designed for low Earth orbits—in the latter's case, altitudes of 125 to 575 miles. And the craft will fly like a shuttle, reentering the atmosphere with the orbiter's 40-degree nose-high attitude. After reentry, it will change to a 20-degree nose-down glide and, flying at up to 220 mph, land at Vandenberg Air Force Base in California, with Edwards Air Force Base as an alternate.

But as for the period between launch and landing, no one, save for a select few in the Department of Defense, knows exactly what the little Boeing-built spaceplane will do, or for how long. The Air Force Rapid Capabilities Office, which is running the program, says only that the orbital test version, the X-37B, will take a suite of next-generation technologies to orbit and will break new ground in the realm of launch, recovery, and reuse, all with an unmanned twist that the shuttle never offered.

At a 2008 Space Foundation breakfast in Washington, D.C., Gary Payton, deputy under secretary of the Air Force for space programs, recalled the X-37's origins. Payton started the program while at NASA. "Then, the X-37 was intended to be a testbed for new technologies that could retrofit into the shuttle: predominantly guidance, navigation, and control, and [thermal protection system] technologies," he said. In that era, planners imagined the shuttle carrying the X-37 to space in its cargo bay and releasing it.

Now, with the shuttle's retirement looming, it appears the X-37 will have an independent, post-shuttle life. Payton envisioned such a role for the X-37, saying: "It would be really advantageous in my mind if we had a system you could launch, recover, change out the payload bay quickly, and put into a different orbit, and do all that measured in weeks instead of decades." David Hamilton, director of the Rapid Capabilities Office, says in an e-mail: "Eventually, I see the unique possibility to operate X-37B more like an aircraft and explore the needs of responsive, reusable spacecraft." Unlike a satellite, he points out, the spaceplane returns, enabling "detailed inspection and significantly better learning than can be achieved with [a satellite's] remote telemetry alone. Experiments can be modified and reflown, with the objective of shortening the technology maturation timeline."

"The space shuttle was designed to be a very heavy payload lifter, and it has performed that job extremely well," says Mark Lewis, a University of Maryland hypersonics expert who recently completed a four-year appointment as chief scientist for the Air Force. "But you don't need to send a Mack truck into space when a Toyota Celica will do."

The question is: Will do what? Lewis, whose enthusiastic speech barely keeps pace with his mind, is happy to talk about the skin-deep similarities between the shuttle and the X-37. ("A lot of the basic reentry physics is treated the same way," he says. "Blunt configurations. The shuttle has very blunt leading edges.") But when he's asked about anything more than the X-37's aerodynamics, he clams up.

So does everyone else. "While some aspects of the…program have been designated as unclassified and been released to the public; information regarding specific technical and performance capabilities will not be released at this time," writes David Hamilton. "Hide it in plain view," says one observer of the Air Force's practice of letting out just a little about the X-37, enough to make it seem like it will never be more than a research tool.

Hamilton does say that "once declared operational, the X-37B could have applications to support missions such as space situational awareness; intelligence, surveillance, and reconnaissance; on-orbit servicing and repair; and satellite deployment and/or retrieval."

It's possible the spaceplane could have a role in national security, particularly since China, India, Japan, and even Iran have begun to exploit space. In December 2007, photographs of an unmanned, classified Chinese spaceplane, the Shenlong, or "Divine Dragon," began to appear on Chinese Web sites. Though hitched to the underside of a bomber, rather than perched atop an expendable booster, the mysterious Shenlong has a blunt nose and single rocket engine bell, making its appearance strikingly similar to the X-37's.

The U.S. program started out relatively open to view, a research effort jointly shaped by the Air Force, NASA, the Defense Advanced Research Projects Agency, and Boeing. The Air Force ordered the first prototype, the X-40A, from Boeing in 1996. When it came time to produce the next iteration, the X-37A drop-test vehicle, NASA had the company increase the size by about 20 percent.

But since then, the X-37 has taken a winding and perplexing path among NASA, DARPA, and the Air Force. From 2004 to 2006, DARPA oversaw it. Along the way, both the X-40A and the X-37A have been drop-tested (first over New Mexico in 1998 and California in 2006, respectively), which proved their automated approach and landing abilities. Finally the program was taken over by the Air Force. Today, call up any of these organizations and say "X-37" and it's like spraying a garden hose at housecats.

"There is an air of vagueness regarding next year's Atlas Evolved Expendable launch of the unpiloted, reusable military space plane. The X-37B will be cocooned within the Atlas rocket's launch shroud — a ride that's far from cheap.

"While the launch range approval is still forthcoming, SPACE.com has learned that the U.S. Air Force has the X-37B manifested for an April 2010 liftoff.

"As a mini-space plane, this Boeing Phantom Works craft has been under development for years. Several agencies have been involved in the effort, NASA as well as the Defense Advanced Projects Research Agency (DARPA) and various arms of the U.S. Air Force."

USAF 'concerns' RE: Ares abort safety

CAPE CANAVERAL -- NASA's Orion spaceship and the astronauts onboard might not survive an explosive launch failure of the agency's proposed Ares I moon rocket, analyses by Air Force safety experts show.

But NASA says new supercomputer analyses will prove the Ares I launch abort system would do its job, propelling the Orion crew module and astronauts safely away from a dangerous maelstrom of fire and debris during an emergency.

"We feel we have a very, very, very safe first stage. Very reliable," said Jeff Hanley, manager of NASA's Project Constellation, which is developing Ares rockets and Orion spacecraft in an effort to replace retiring shuttles and to ultimately carry astronauts to the moon by 2020. "We think we have a very robust design for the abort environment."

The Ares I rocket is being designed to launch astronauts inside Apollo-like Orion capsules into Earth's orbit.

The Air Force finding came as part of a "statement of capability" that gave the Ares I rocket a preliminary green light to fly from the Air Force Eastern Range, although additional reviews will continue for years. The Air Force's range provides tracking and safety services for all launches from Kennedy Space Center and Cape Canaveral Air Force Station.

The finding was detailed in a May 20 memo from Brig. Gen. Edward Bolton, commander of the 45th Space Wing headquartered at Patrick Air Force Base, to Hanley. A copy was obtained by FLORIDA TODAY.

"Recent Air Force studies have called into question the survivability of the crew module in the fratricide environment from a destructing first-stage solid rocket booster," the memo said.

The statement means that if the first stage blew up in flight, it could blast explosive solid rocket debris into the Orion crew module before its launch abort system could propel it to safety.

The launch abort system is a towering pole outfitted with small rocket motors that, when fired, would lift an Orion capsule off the top of the exploding Ares I rocket. A parachute system would enable the astronauts to land safely.

The Ares I rocket and all others launched from the Eastern Range are equipped with flight-termination systems.

California Dreaming near Vandenberg

Negotiations are nearly complete in efforts to secure a lease for 66 acres of military land eyed for a California Space Center outside Vandenberg Air Force Base’s main gate.

The California Space Authority, which has its headquarters in Santa Maria, wants to build a California Space Center on the site, part of the more than 99,000 acres that make up Vandenberg.

The ambitious education, entertainment and office complex project proposed for 66 acres off Highway 1 would cost about $175 million to build, space authority officials estimated.

“My goal is to enable that. If California Space Authority thinks there’s a business case for the California Space Center, then let’s do it,” Col. David Buck, 30th Space Wing commander, told members of the Santa Maria and Lompoc chambers of commerce. “My only thing is I can’t allow it to interfere with the mission of this base.”

Both sides still must resolve issues that involve jurisdiction and utilities, according to Buck.

His comments and statements about enabling the California Space Authority to develop the visitor center were very encouraging, according to Janice Dunn, deputy director of the California Space Authority.

“We’re thinking the request will be approved sooner rather than later,” Dunn added.

General Edward Bolton Outlines Changes

Change will come to the space industry in the form of more launches, an increased commercial emphasis and new rocket systems, Brig. Gen. Edward Bolton, commander of the 45th Space Wing, said Tuesday.

Last year, only seven rockets launched from Cape Canaveral Air Force Station and Kennedy Space Center. Including Wednesday evening's scheduled launch, nine rockets and shuttles are scheduled to blast off by May."That' the first thing to change," said Bolton, who was the keynote speaker at the National Space Club's monthly meeting in Cocoa Beach.

Other changes include the retirement of the space shuttle and the Air Force's retirement of the Delta II, and the introduction of SpaceX's Falcon 9. (United Launce Alliance will continue to offer the Delta II to other customers.)

"We have more systems coming onto the range and going off the range than at any time in my memory," said Bolton, whose career in the space industry spans 25 years.

SpaceX last week erected the first new rocket design in many years at Launch Complex 40. The Falcon 9 is scheduled for a summer launch, and the low-cost launch, if successful, could lure commercial satellite launches back to the U.S. from Asia and Russia."

We've got SpaceX coming as close to a purely commercial venture for a main system as has ever been done in this country," said Bolton. "With the changing mission, the changing requirements, we also have a changing infrastructure."
